Generally, yes. In fact you should be able to download any version of any file that's on GitHub.

Once you find the file (or version of it, in the history), click on it, then click on the "RAW" button, and I think you'll be able to download it from there...

This is not a legal way to do that but you can clone it from Github, put it somewhere. Then copy from the place you just clone.
