What is the best standard for citing someone else's code? For example, if I referenced stackoverflow for insight or help, should I just comment the url?
For something like the individual project, citing the url and maybe briefly mentioning in the comment how the url helped you should be enough. If you were going to publish it or something to that extent, you would probably need to do more.

Yes, sounds good to me.
With our SI and projects in the past, it has always been sufficient to just leave a comment with a link to the code and maybe the author's username. It's never a bad idea to explain how it works, or as much as you understand, in the same comment!
I just always leave a link for future ref and cite.
