Does the outcome of a model predicting the probability of a parolee reoffending establish a bias towards parolees?

I believe that a model predicting the probability of a parolee reoffending does create a negative bias towards parolees. If there is a model showing that parolee's are not likely to clean up their actions and remain clean, then individuals may give them a harsher punishment. With everything being so data driven in society, predictors and models could really influence the justice system in this case.
